I discovered about the cases of Li Ah Shau (deceased) and Shek Fuk (deceased). In the case of Li Ah Shau he had apparently received $14.80 and had retained 88.80 and in the latter he had received £11.50 and still had it. I did not mention these to him as Police Court proceedings were taken in respect of them.

On the 9th. August (i.e. after the warrant had been issued) I received a letter from Alim Khan (copy marked 'D'). The original of this letter I have not got. (r. Alim Khan here says he does not dispute the letter).

The practice in my Department with regard to the administra- -tion of estates of deceased persons when the matter is not handl- -ed by Solicitors is as follows:-

A man comes to my office and sees a clerk generally it would have been Alim Khan if he was not interpreting. The man comes for information as to what he is to do to get the deceased's

money.

The clerk tells him that he must take out letters of administration or probate and if it was a small estate

the clerk would prepare the necessary papers and rightly.

The clerk has a wide power in fact but ourt to deal with every applicant either by preparing the papers or referring the matter to the Registrar or a deputy.

The whole matter could not be concluded up to the grant of probate or letters of administration for some time; it might take a week or months: it often gets delayed through various causes unconnected with or connected with he Registry: e.. the appli- -cant not being able to find sureties.

In all cases above $250 3 sets of fees are payable by the

grantee; one the Probate jurisdiction fees, (or filing fee), Court fees and the 3rd. is Batate duty (or Probate duty).

Estate duty must be paid at the Treasury by impressed stamps and the papers produced before the Registrar with the stamps for

the Court fees before the Probate or Letters of Administration

should be granted. The filing fee is payable when the papers are filed.
